Board of Appeals for Examinations

Future, former and current students as well as external students may appeal to the Board of Appeals for Examinations (In Dutch: College voor Beroep voor de Examens; abbreviated to CBE). These appeals may concern numerous decisions regarding education, tests and examinations. These include, among others, decisions:

  • on admission to a (pre)master programme;
  • of examination committees and examiners;
  • on the Colloquium Doctum; and
  • on the negative binding study advice.

The complete list can be found in article 7.61 of the Higher Education and Research Act. Are you considering submitting an appeal? It may be useful to first talk to the lecturer about your objections, or to contact the examination board.

If you still wish to appeal a decision, you must do so within six weeks after the publication of that decision, prefarrably using the digital appeal form. A notice of appeal that is received by the CBE outside of this period must be accompanied by the reason for the late submission. Please note: in most cases, a late appeal will be declared inadmissible. This means that the CBE will not consider your appeal. It is possible to request an urgent processing of your notice of appeal due to a very urgent situation. In case, you are running out of time, it is also possible to submit a Pro-Forma appeal and add additional informatie later on. 

If the CBE handles your appeal, it will give you the opportunity to be heard. The aim is to have this take place no later than six weeks after receipt of your notice of appeal. These hearings are public.

You can submit an appeal via a digital form (preferred) or by e-mail, or post. It contains at least:

  • Your name and address, the date and grounds of your appeal
  • A clear description of the decision you are appealing against
  • A copy of the contested decision
  • Your (electronic) signature

You are a Respondent (Erasmus University employee) in proceedings:

Via the Defendants and Respondents Portal, you have access to relevant cases and you can upload a statement of defence and/or settlement proposal. All documents, the summary, any hearing invitation, and the CBE ruling are also stored in this portal and shared with you.

You are a CBE Board Member or a GAS Committee Member:

  • Via the Board and Committee Portal, you have access to relevant matters and can request the necessary documents and hearing details, including the agenda.
